The Research On The Evaluation And Optimization Of The Marine Industrial Development Of Ningbo

In the twenty-first Century, the world’s marine countries have made the marine strategiesgradually, which accelerates the development of marine economy. In2011, the State Council hasapproved the plans of the demonstration area of marine economic development in Shandong,Zhejiang and Guangdong Provinces, which marks the Chinese marine economy strategies spreadout comprehensively. Under this new environment, Ningbo, as the core area of marine economy inZhejiang city, wins the new historical opportunity of development. In recent years, Ningbo hasadjusted the marine industry structure three times, but the connotation level is still relatively low,so it is urgent to innovative ideas, deepen content and raise the level.In this paper, the studies of the development of marine industry in Ningbo mainly focus on thetwo main lines-----"evaluation" and "optimize". In this paper, the author uses the normative andempirical, qualitative and quantitative methods to analyze the valuation and optimization of marineindustry. In the evaluation of the marine industry, the author constructs three-dimensionalevaluation system of the marine industry which includes marine production scale, the structure ofmarine industry and marine industry association. In the marine industry optimization aspects, theauthor systematically describes the overall objectives of the marine industry and the optimal pathof internal and external power.The author estimates the marine industry in Ningbo by using the relevant indicators and findout that: the overall output value of Ningbo marine industry is rising, the proportion of which inGDP, is above the national average. What’s more, it develops faster than the GDP. The marineindustrial structure is two, three, one level structure, the second industry is in a high proportion, thetertiary industry is in a low proportion and makes a downward trend in recent years. Comparedwith Zhoushan, Shanghai and Qingdao, the speed of adjusting of Ningbo’s marine industrystructure is slowing down. The tertiary industry is the most closely associated with the entiremarine industry, followed by the secondary industry, primary industry is the lowest. Thedevelopment of Ningbo’s marine industry is highly correlated with GDP of which the maritimetransport and port industry, construction industry related to the sea, marine finance and insuranceindustry and the marine fisheries of the region contribute the highest to the local economicdevelopment. Based on the evaluation of the empirical analysis of the marine industry, the author analyzethe problems of Ningbo’s marine industry, which involves its objectives, power and optimal path.The result is that: it faces many problems, such as low proportion of tertiary industry, the furtherdevelopment of marine high-tech industries, the pollution of the marine environment and theweakness of the ocean management. Against the above problems, this paper proposes the optimalpath from three aspects: the advancement and the rationalization of the marine industries’ structure,the coordination of the marine industry and the land industry. The author also brings up somerelevant supported measures to promote the smooth progress of optimization of marine industry.Last, the author summarizes the conclusion of this paper and points out the further study accordingto the insufficient aspects of this text.
