The Elasticity Research Is Based On The Third Round Of Land Use Planning

How to better balance the proportion of land-use contradiction between supply and demand, reasonable and efficient use of limited landresources is the key problem in process planning.The first two rounds of land-use planning is the establishment in the planned economy underthe conditions of the planning. Which can be said there is no flexibility. The third round ofplanning in terms of elasticity has been greatly improved.The preparation process set up elasticregion-conditional construction area. All of them also have certain reservation index. For the futuredevelopment of the necessary leeway. But because of the elasticity planning is still in its infancy,so inevitably there are elastic problems.This paper is aiming at the shortage of the third round of planning in the elastic, respectively,from the planning and management of planning implementation process to launch two. The main schemementioned or measures are: Planning to modify the local adjustment, Annual implementation andupdate database, Public participation, Adjusting the index, and The mid-term planning.Implementation assessment, execution and local modification, database update annual publicparticipation, adjusting the index, the mid-term planning implementation assessment.Through the research on the planning and implementation of the management process, Ireached the following conclusions, First, to improve the control index prediction and give scientificand flexible planning. Secondly, with the corresponding solutions and measures to implement theplanning management process, making the planning and implementation management processmore flexible, to promote the smooth implementation of the plan, and complete the planning objectives efficiently. From this study, hoping to do an own meager strength to improve the furtherplanning.
