The market economy is not just a legal economy but also a credit economy. The increasing credit transaction size boosts economic development. However, it also provides more opportunities for discreditable behaviors including business discreditable behaviors, bank discreditable behaviors and discreditable behaviors which result in serious consequences. According to the International Association of Credit Management, the credit management level of one country or one region is jointly decided by three factors:legal punishment mechanism of the country or region, social punishment mechanism and self-punishment mechanism. In order to carry into effect the spirit of 3rd plenary meeting of the 16th National People’s Congress of the CPC, implement the Several Opinions of the General Office of the State Council on Constructing Social Credit System, this paper analyzes the current problems existing in China’s credit management system based on the definition that national credit management is an integrated system which includes legal punishment mechanism, social punishment mechanism and self-punishment mechanism. By combining the basic content of Credit Management Ordinance (draft) issued by the Office of Legislative Affairs of the State Council in October 2009, this paper comparatively analyzes four typical international credit management models from the perspectives of social credit system, laws and regulations system and personal integrity and moral standards. Then it compares the China’s current situation with the credit management situation of American, France, Japan and Thailand through comparative analysis. At last, this paper proposes a mixed model of credit management, a regionalization strategy in accordance with China’s unique characteristics of credit management development, and some corresponding measures.
