Water conservancy and hydropower construction projects in China have become mainstream direction of construction, utilization and development of national renewable energy,and clean energy. Hydropower development has a broad market prospects. So far, large and medium-sized water conservancy and hydropower projects have formed a main construction model in which the Water Resources and Hydropower Development Corporation based development and construction is controlled by state-owned assets. And the project management model "five-in-one" (design is a leading, construction is the key, supervision is guarantee, the investor is dominant, and the government is the backup,) has been rooted in the heart of general constructors. To develop Hydropower, to accelerate the development of hydroelectric power, and to develop clean energy building soundly and rapidly is the inevitable trend of rapid development of national economy. In order to achieve a sound and rapid development of water conservancy and hydropower, it is essential to control and manage the progress of project in a comprehensive way on the basic of ensuring quality and safety. Watershed development requires progress, project developmentrequires progress, and the unit project even requires progress.When we talk about the project development, we must want to talk about the quality, construction safety, and engineering safety. We need to ensure the construction quality, construction and engineering safety. By recognizing "quality is vital for every generation" and "safety, prevention and comprehensive treatment are of importance", we must focus on the control and management of the progress of water conservancy and hydropower construction projects. Control and management of water conservancy and hydropower construction projects is based on modern scientific management theories. For instance, system principle, dynamic control theory, elasticity theory and closed loop theory, feedback theory and so on. Project Schedule Management is all about drawing up reasonable plans by considering the project objectives, and assessing the implementation of the project. if the implementation is inconsistent with the plan, we must analyze the causes timely, and take the necessary measures to adjust or amend the process. So the purpose of the project management is to guarantee the project will be completed economically and efficiently.Project schedule control includes planning, implementation, inspection and adjustment. Planning refers to making reasonable schedule according to the specific circumstances; implementation of theschedule refers to the implementation and enforcement; inspections means tracking progress and comparing it with the plan; adjustment means on the basis of comparison of results of inspections, At present, competition is becoming more fierce in the market, water conservancy and hydropower construction progress of the project management contract of the following main issues:1 Credit (qualification and credibility) management is insufficient, resulting in corporate social creditworthiness is not high;2, The competitive bidding market and weak regulation of fair competition lend to unfair competition and make use of the bidding platform to engage in a balanced relationship;3 Terms of the contracts binding the parties to inadequate performance in the relevant provisions or terms without loopholes lead to compliance difficulties, try to shift responsibilities;4 The implementation process of construction organization design responsibility for determining the slow progress of the adjustment;5 The control of engineering、construction progress、quality、 safety、lack of investment in coordinated is insufficient;6 Builders lack of comprehensive confidence in the parties;Project control theory and methods, as well as control measures and means are mature and effective. We can achieve construction targets by through careful planning, scientific management, precise work and the attitude of seeking truth from facts; how can management be improved in the progress? How to improve efficiency in the management? Integrated management, balanced production, profits, quality, safety, efficiency and progress should be considered by us at the same time. With the improvement of competitive market and the social credit system, water conservancy and hydropower engineering construction project management is bound to be vibrant and sustainably developing.market after China’s entering the WTO has brought greater challenges to a vast number of construction enterprises, forcing them to improve their own level of project management. "Contract" has become the main part in construction management, which restricts all parties involved in project. Optimizing the articles about progress management in the contract will improve the efficiency of management. We should manage to build up an impartial and legal platform for all parties through supplementing and optimizing articles about progress control and management in the contract, applying the principles of being realistic, objective, fair and just.
