With emergence of industrial cluster, the cluster have become one important characteristic ofmodern economic development. The study of industrial cluster is becoming more and more. Thecluster plays an important role in promoting certain regional economy by its unique production andorganization mode, then also attract the attention of government and enterprises. The manufacturingsector remains important in Zhangjiang Province, The innovation of cluster help the survival anddevelopment of the enterprises in the cluster. The enterprises outside the cluster can not realize andgain the invisible resources because it needs the network of companies which only exists in thecluster. The exist of these resources help to promote the innovation and performance of companieswhen sharing the resources, then provide more development to the companies.Molina-Morales &Mart′inez-Fernández (2004) point out the concept of shared resources, theinvisible resources exist inside the industrial cluster, they can be shared commonly between thecompanies inside the cluster but full exclusive to the companies outside. The shared resourcescontains the assets, capabilities and competence of companies, and are similar to the advancedmanufacturing elements of porter diamond model, have the characteristics such as rare,irreplaceable and so on.Shared resource is used in industrial cluster when Resource Based View came out,and it is thefourth resource came after enterprise strategic resources ,enterprise general resources and marketfactors resources resource .This paper consider shared resource as common reputation, Resourceexchange and combination, Participation of public institutions. Consider Collective Leaning asOrganizational learning, The transfer of skilled labor.This paper takes Yongkang hardware industrialcluster as the main research object, and explains how Shared Resource have the effect on InnovativePerformance on the bases of collective leaning.This article includes four parts: the first part is introduction, including the main purpose andsignificance of the research, to define content of articles and propose a detailed research frameworkand technology roadmap; second part is the literature review of three variables, proposed modelbased on the review of related literature. and established assume; third part is the analysis and themethods of empirical research .collecting the questionnaire date form Yongkang hardware cluster,then have the statistics of SPSS, get the qualitative and quantitative relationship between SharedResource, Collective Learning and Innovative Performance. Part IV is Conclusion and Outlook,summarize the conclusions of empirical research, and provide the defect, prospect, comments andsuggestions. In the paper we have the conclusion that common repution and Participation of publicinstitutions forward to promote the collective learning and then promote the InnovativePerformance of enterprises; Because of resource Overflow and the free-rider effect, exchange andcombination can not promote the innovative performance .Then organization learning can promotethe innovative performance but the transfer of skilled labor can not.
