The means of business competition has changed immensely with the further development of the market economy. In 21th century, with the continuous reform of economy, especially the innovation and fast spread of core technology and the rising of Hi-tech, and the establishment of the bank and enterprise, the competition has been changed to intelligence and knowledge competition from the materialized labor, and the talented people have been the main success factors of the competition advantage and will judge the fate of enterprise.This article takes the performance management system of Hunan Huasheng Fireworks Co.,Ltd., as an example, and carry out a complete performance management system in theory. At first the article clarifies the theory basis of research, and set up the theory basis construction. Secondly, there is an specific analysis for the performance management system of Huasheng, and point out the reasons of the existed problems and the significance of reform, then give Huasheng proposals to reform the performance management, help them to establish a complete and high efficiency system, it has detailed clarifications of the existed issues. Finally according to a series investigation and testing, it points out the possible obstacles and solutions, also the efficiency estimating of the performance management reform scheme.The article analyzes the current condition of the performance management of Huasheng, it adopts comparative analysis method, the combining theory with practice method, and the field investigation method, research the reform plan of the performance management in Huasheng, and it gets the theory of deepening reform of the human resource strategy and using performance efficiency. And the above research theory have been acted in Huasheng, it is expected to give some good suggestions to put forward the transition of human resource management from the personnel management to human resource strategy management, enhance the human resource management, and strengthen the core competence, provide strong human resource support for Huasheng to achieve more success in the new strategy.
