Cloud computing emerged and arose fast with the development of Internet; it has become one of the most important innovation in technology and business model in the ICT industry. The complementary development of cloud computing and Internet facilitated many new comers and new services into the ICT industry, such as the collaboration communication services, which are considered having indirect impact to traditional telecom communication collaboration business, even potential threat of substitution to telecom business. Thus questions were raised: will current cloud computing services affect the traditional telecom operators in the ICT industry? What are the possible impacts of cloud computing to telecom business? This paper is aimed to answer thses questions.In order to research on this subject, this paper analyzed the influence of cloud computing businesses to telecom businesses based each category of telecommunication core enterprise business, which are categorized from mass primary data of telecom operators. Meanwhile, the current cloud offerings of IT companies, the concept, service model, deployment model, value chain, the resource and competence of cloud computing are analyzed. And the value systems of current telecommunications industry and telecom business are also analyzed. By comparing the service contents and key competences, the analysis result shows the impact of cloud computing to telecom operators by each category of enterprise business, and finally, strategic business options are proposed for telecom operators based on the same category of telecom enterprise business.
