Nowadays, in the rapidly evolving and widely globalized economy, the crucial survival conditions necessitate that any organization must be able to effectively motivate all the different kinds of resources available, in addition to a definitive but proper business strategy in long term. As it has been proofed by the research and practice of business management in the past decade, management of human resources plays a principal role for an enterprise to be competitive. As well known, for the era being everything evolves swiftly, especially the effective management of human resources becomes a major part in the business management, due to the superior progress of knowledge economy.Talents are the soul of an organization, and the ground of business development. It is one of the most important conditions to establish a proper stimulating system for a business who might want to have its human resources all active and effective. In the increasingly stringent business competition, human resources are of the most rivalrousness, and consequently organizations, having their stimulating system effectively operative, having their human resources retained, and having the interests of their employees and their own unified, and having their development sustainable in long term, are of the most success in this competition. In the up-to-date knowledge economy rapidly developing, most of the business managers are seeking to motivate their employees and excite their business growing by means of innovation of their systems of stipend and contribution assessment.Nowadays, in the progress of the consistently growing of comprehensive national economy of our country, more and more talented professionals overseas desire to return for their service. Undoubtedly, such a current of senior talents returning from overseas injects energetic blood into the human resources market in our country. Particularly, it is of more help to the research institutes, who might be eagerly seeking for talented and experienced professionals leading their research areas, due to the nature of their business pursuing substantial breaking through in the forward-looking and strategic technology. The special features in the demand of senior talents from overseas, differentiating itself from the need for general employees, necessitate the development of systematic and comprehensive stimulation principles. In turn, this may form an independent subject of important value in assessing the practice of the applied management of human resources.
