Assessment Of The Policy Of The New Rural Social Pension Insurance

Under the background of accelerating the pace of urban and rural harmonious development, comprehensively promoting the development of new rural social pension insurance system is particularly important and urgent.This survey is based on the survey of the four new rural social pension insurance pilots in the County of Neihuang, Daan, Huoshan and Jinzhai, giving a comprehensive assessment of the performance of the new rural social pension insurance from the perspective of empirical analysis, and providindadvice for the new rural social pension system across the country.This paper, on the perspective of demand side of the new rural social pension insurance-the farmers, based on government malfunction theory, the theory of social insurance and customer satisfaction theory, designs a questionnaire to accesses data through Multi-grade sample survey of 2640 farmers in China, uses cross table analysis method and decision tree method to to give in-depth analysis of the function path and potential rules of variables of the effectiveness and bottleneck of the new farmer’s insurance policy and gives some corresponding suggestions to perfect new rural social pension insurance policies in China.The research results showed that:1) Since the establishment of the new rural social pension insurance pilots, it has made brilliant achievements in policy awareness, satisfaction and pensions work,but there is still improvement room for improvement; 2)based on the cross table analysis and decision tree analysis, we found that age, education, economic status, family situation and personal economic characteristics of the enrollee has an important impact on the perfect and improve of the new rural social pension insurance; 3)Paying more effort to policy advocacy, persisting the "low threshold" pay grade, keeping the multi-financing modalities and speeding up the construction of information system can promote the improvement and sustainable development of new rural social pension insurance policies.
