Coal has an important strategic position in the economic and social development as our mainenergy. However, much, small and scattered pattern of mine has beeing shaping due to due tointensitive, group and extensive exploit for a long time. A series of questions are brought, forexample, the waste of resources, ecological destruction, and frequent accidents. Sustainableeconomic and social development is facing severe challenges. To solve this serious problem, chinahas carried out the integration of coal resource(ICR), which is the most important, largest andmost complex management practices in our nation’s coal management field. ICR has become a hotissue in resource management area of china.In the view of systematology, ICR is a complex system, made of social system, economicalsystem, resource system,management system,technique system and so on. The setting oforganization structure, design of subsystem, distribution of function completely are the products ofsubjective information of constitutor from relevant decision-making department. The organizationmanagement system of ICR is an organization that ensures the function properly of ICR, andperforming deeply of ICR. So, it is vital for ICR to make the setting of the system’s structure. It isimportant theoretically and practically to study the complexity of the organization managementsystem of ICR and explore the management mechanism. Shanxi, as the flagship of ICR, took thelead in ICR and achieved substantive results. It’s process and organizational structure establish atypical model.The evaluation model based on the information entropy is improved in this paper.Complexity elements of organization management system of ICR are analysed and a set ofevaluation factors is established in this paper. The concept of information entropy in theinformation theory is used for measuring the complexity of elements. The value of infromationentropy is calculated,which is used for building each layer’s entropy vector, and the entropyvectors make up entropy matrix. Each layer’s entropy vector is analysed synthetically through theimproved pricinpal component projection method. The projection values of entropy vectorbelonged to each layer is viewed as the comprehensive complexity value. Based on this,thelayers and factors are established, having an primary influence on the system’s complexity.Take the ICR of shanxi,shanxi coking coal group and zhengfeng coal company for example,the above method is proved to be operable and reasonable. In the last, some measures forimproving management efficiency, reducing complexity and promoting the effective integration ofcoal resources are proposed according to the final results.
