The land resources are the material basis which human beings rely on to exist and develop,which is more important as the dramatic growth of the global population. With the rapiddevelopment of economy and acceleration of industrialization and urbanization process in China,the demand for land is becoming increasingly prominent. At present problems such as theoccupation of cultivated land and wasting of land are most acute. Human beings do not attachimportance to the social and ecological benefits of land. If the extensive land use pattern iscontinuing, the function of land resources supporting and guaranteeing sustained economic andsocial development will be difficult to maintain. The conflict between the limited of land areaand the unlimited of land demand determines that China must take the road of saving andintensive land use.In Jinan city, with shortage of land resources, land area per capita is less and the intensity ofland use is low; both the urban and rural construction land have increased, but the urban andrural land are lack of interaction; the land using structure like dumbbell is quite unreasonable; thesignificant single-center polarized development has been over land carrying capacity anddeteriorated the quality of environment. Based on this, taking Jinan as an example, this arcticalby studying land intensive utilization, grasping the laws of regional land use and integraingregional land resources, provides a theoretical basis for land use practice activities, also withreference to similar cities.On the basis of summarizing and mirroring the domestic and foreign relevant research, theindex system of urban land intensive use by using frequency statistics and qualitative analysismethods is established, and the index weight is determined by combinating the Delphi methodand improved entropy method, and the multi-factor comprehensive evaluation model is adopted.By transverse and longitudinal evaluation of land intensive utilization with this model, the landintensity of different regions and different types of land is determined, and the optimized pathand security measures of the intensive land use are explored.Firstly, the historical evolution and the present situation of the land of Jinan city isIII introduced, and problems of land use are analyzed. Secondly, the intensive use level of theagricultural land and construction land of Jinan city is evaluated, and then the spatial andtemporal variation characteristics are analyzed. The empirical research shows that: theagricultural land intensive use level of jinan is increasing, roughly divided into fluctuant stageand steady mounting stage; the degree of land investment, the land use intensity and the outputefficiency are increased constantly, but the land development potentiality has declined; theagricultural land intensive use level among districts and counties varies significantly, while theagricultural land intensity increases from the centre to periphery, contrary to the level ofeconomic development, and shows the phenomenon of the spatial agglomeration. Theconstruction land intensive use level of jinan is improved, roughly divided into fluctuant stageand steady mounting stage; the degree of land investment is increasing significantly, the land useintensity is increasing slowly, the output efficiency is increased exponentially, while the landdevelopment potentiality is fluctuanting; the construction land intensive use level among districtsand counties varies significantly, while the construction land intensity decreases from the centrewhere social economy is relatively developed and population is gathering to periphery,decreasing to the east more slowly than to the north and southwest as Licheng district andZhangqiu city are relatively developed; the construction land intensity is positively correlatedwith the level of economic development, but it is not completely consistent with the level ofeconomic development becase of land area and expand the strength of the construction land.Finally, the artical proposes the agricultural and construction land optimal path, explorescoordinative and interactive path, and formulates strategies to promote the intensity andefficiency of land, in order to achieve goals of promoting economic development, ensuring foodsecurity, reducing regional differences and protecting the environment on the limited land, at thesame time to provide a reference to ease the land supply and demand, achieve sustainabledevelopment and regional integration.
