Less Developed Areas In Shandong Province Modern Agriculture Development Countermeasure Research

As the most primary material production section, agriculture is the basis of economy inevery country and the principal factor of production, relying on which human being can liveand multiply. The issues of agriculture, farmers and rural areas have not only always been themajor and difficult issues of China’s reform and opening up and socialist modernization, butalso the issues which matters a lot on nation economy and the whole nation development.“Shandong agriculture is a microcosm of the nation agriculture”. There is large gap betweenthe eastern and the western in Shandong. The development of agriculture in the western areahas always fallen off with the eastern advanced area. Heze, Dezhou, Liaocheng are therepresentative of the western area which also contains partial counties of Binzhou, Jining,Zaozhuang and Linyi. It’s imperative to promoting the development of modern agricultureand solidify and advance the primary production in underdeveloped areas. Based on the nativeand foreign experiences, this article is focusing on analyzing the reasons and constrains of theslow development of modern agriculture in the underdevelopment areas in Shandong. Thisarticle will also propose some suggestions about advancing the development in theunderdevelopment areas in Shandong.The article concludes five parts.The first part is introduction, mainly analyzes and explains the background, the urgencyand the necessity of promoting the development of modern agriculture and generalizes theresearching on modern agriculture.The second part mainly expounds the meaning and characteristics of modern agriculture,compares the modern agriculture with traditional agriculture. And in this part the function ofscarcity theory, growth pole theory, strategic management theory, sustainable development ofthe theory and their role in the development of modern agriculture have also been described.The third part is mainly about the present situation of the underdevelopment areas inShandong. And the inter-regional imbalance in economic development, the advantages,disadvantages and constraints of modern agriculture development in underdeveloped areaswere analyzed in this part. The fourth part mainly describes and analyzes the principles and methods of designingconstruction mode of modern agriculture. And these principles and methods are used toanalyze the main types and modes of modern agriculture at home and abroad to provide auseful reference for the development of modern agriculture in underdeveloped areas inShandong.Aiming on the situations of Shandong and the underdevelopment areas, the fifth partreferences for the development of modern agricultural in developed countries and putsforward countermeasures and suggestions to accelerate the modern agriculture developmentin underdeveloped areas in Shandong.
