The Choice Of Facility Agriculture For The Develop Ment In Underdeve Loped Areas

In recent year, with the boom of the construction of Socialist New Countryside, and the raised initiative of the development of modern agriculture across the country, stirred by seven documents on "agriculture, countryside&farmers" issued by CPC Central Committee, facility agriculture, an important component of modern agriculture, has attract nationwide attention and embraced the enhanced promotion and construction boom. However, scientific instruction is urgently needed to the imbalanced development, especially in underdeveloped areas.This study is developed through the combination of literature study, social investigation and comparative analysis, following the rules from general to specific, then specific to general thinking.By reviewing the development of China’s facility agriculture, the dissertation finds that modern facility agriculture development in China can be divided into three stages:initial development, accelerating development and enhanced development. On the basis of the analysis of the general characteristics and defects of China’s present facility agriculture, the dissertation sums up several typical development patterns of regional facility agriculture in China:market driven, integrated development, government guidance, technology demos, co-lead&special support. A conclusion is also reached that underdeveloped areas, which are rich in resources, and with a long agrarian tradition, have their unique advantages to speed up their facility agriculture development under the favorable policy.After analyzing the agricultural development, with emphasis on facility agricultural development of Sheyang County, Jiangsu Province, an underdeveloped agricultural county which is undergoing important transformation, the dissertation points out that the development of facility agriculture in underdeveloped areas is an important content of transformation that will lead farmers to get rich and the area to surpass. The facility agriculture development should follow the principles of efficiency increment, specialization, and effective order. First, a development type of model-leading should be set up, in which farmers should be dominant force in the facility agriculture development with the agricultural cooperatives, specialized households and parks in lead, and thus establishing the dominant position of farmers in the facility agriculture development. A second type of development is to always adhere to and tap local the traditional features, and carry out differential development. A third way is linkage and extension of development, with the construction of produce logistics system as its extension breakthrough, development of produce processing as economic efficiency extension, and tourist farming as function extension. The fourth, innovate system to achieve cooperative development. Guide farmers to improve the linkage level, with emphasis on farmer’s expertise cooperation, land share cooperation, and co-funding cooperation. At the same time, pay much attention to the four securities, such as, planning, technical services, infrastructure and quality control, to promote healthy and rapid development of agricultural facilities.
