A Case Study Of Hangzhou On Rational Scale Of Land Return For Land-Lost Peasants

Land is the most important resources for the survival of human beings, and in vast village of China, land means the root of farmers. However, accompany with conurbation and industrialization, the land use has been changed. To make up lack of the compensation with money which emerge in planned economy, compensation with land return for land-lost peasants have been implemented and obtain the attention of government and scholars, especially in the city with character of rapid economic development and sharp contradictions between demand and supply in construction land, which bring about a lot of land-lost peasants and results in various society disputes and instability. Nevertheless, in the process of practice, certain achievements are made, but some tremendous controversy is produced as well. Due to the reality that various regions grope independently, and the law is still unsound, the implementing effect isn’t ideal enough. Thus, the research of the land return for land-lost farmers possesses important meanings.Given the fact that there is insufficient research on the rational scale of return land, this article utilize means of combination of qualitative and quantitative evaluation as well as theoretic analysis and case analysis, in the form of integration of documents study, comprehensive survey and field investigation. Based on discussion of the definition and characteristics of return land as well as analysis in the factors influenced and indexes evaluated, the article discuss the means of measuring the rational scale of return land. At last this article will carry out a case study of Hangzhou.Conclusion of the study:firstly, return land resettlement for land-lost peasants reflect the land development right, ensure the long-range livelihood better, and let the farmers share the achievement of conurbation, Secondly, in accordance with definition of return land, the measuring of rational scale should be on account of thinking how to ensure the land-lost peasants’livelihood and protect the rights of farmers. Thirdly, via quantitative evaluation and case analysis, it proves the rationality and shortcoming of 10% standard scale of return land, so construct of optimizing model on type structure and district exchange is indispensable. Finally, after the case study of Hangzhou analysis, the basic ideas and specific technical methods of measuring rational scale discussed in this article have certain feasibility in actual operation.
