The Analysis On The Settlement Of Land-lost Peasants Of Jungar County

Ensuring and improving people's well-being are the most important things in social construction.People's livelihood issue is not only a global problem to be resolved but also the problem which cannot be neglected in Chinese social development.The party and the government have always been highly paying attention to the ensuring and improving people's well-being.It is definitely pointed out in the 13~thh five-year plan that according to the requirement of making everybody join,try their bests and share in the process,we should stick to the bottom line,emphasize the key points,perfect the system,guide the expected,focus on equality of opportunities,ensure basic livelihood,constantly improve people's living standards and achieve a moderately prosperous society in all respects.With the development of the mining industry in Jungar County,the number of the land-lost peasants gradually increases and they have developed in a huge special group.So the problem about theresettlement of the land-lost farmers is the biggest problem to be resolved.Properly settling the land-lost peasants can not only effectively support the development of Junger County but also make an important positive difference on the stability of Chinese minority concentrated region.Based on the successful experience and model of resettling land-lost peasants,the paper takes the resettlement of land-lost peasants in Junger County as the object of study,and has a research about the resettlement situation of Junger County as well as the willingness of peasants to be settled.It is believed that a lot of work has been done in many aspects such as the reform of the resettlement system,pension and housing problem etc and has made a big difference.However,during the process of the resettling,there still exist many problems.For example the rights and interests of land-lost peasants are not guaranteed;the resettlement mode is single;the employment of land-lost peasants is difficult;the social security of land-lost peasants is narrow and some factors caused by peasants themselves lead to many problems such as the difficulty of sustainable development.Junger County is the top 100 counties in China,and is also the county leader in Inner Mongolia's financial revenue.With the high stability of coal prices.The government and the enterprise have the condition to carry on more appropriate resettlement to the land-lost peasants.Combined with the development of local mining area,the paper puts forward the idea that we should regulate the land expropriation compensation procedure and establish a comprehensive and multi-level social security model.Encourage and support the employment and entrepreneurship of landless farmers.According to the land-lost peasants'resettlement requirements,in the paper the differential resettlement mode is explored,and countermeasures and suggestions about improving sustainable livelihoods are put forword based on the peasants'development in order to provide useful reference to the land-lost peasants'resettlement work in the mining areas of Jungar County.
