Realize The Sustainable Development Of Guizhou Resources Industry Strategy Research

The resource‐based industries are the initial processing and development of mineral resources and resource‐related industries. The resource has a fixed stock, gradually reducing with the using of human. In 1987, the World Environment and Development Committee published the Brundtland Report in order to ensure the welfare of mankind as a whole. The report proposed economic development to "sustainable development" as the basic program, and the report also defines the concept of sustainable development. The concept is that sustainable development means to meet contemporary needs without endangering future generations to meet their needs capacity. So, how to achieve the sustainable development of various industries have become the key research areas in economics.Guizhou is a resource‐rich province in China. The energy and mineral resources of Guizhou occupy a very important position in the country. According to the experience of developed economy and the guidance of china’s development strategy, Guizhou gives priority to the development of Resource‐Based Industry. However, the development of resource‐based industries did not make Guizhou out of poverty. The resource‐based industries bring negative impact on sustainability of Guizhou’s economic because that the industries take up capital and people in most. Under the context of the great western development strategy, Guizhou must take a series of measures to overcome difficulties and to grasp opportunities for development. The main object of the paper is that finding the strategies to make the resource‐based industries growing faster and better in Guizhou.There are six chapters, chapter one describes the topics of the basis and background. Chapter two describes the review of basic theory，including the theoretical implications of resource‐based industries and the theory of sustainable development. The theory of sustainable development includes present status for the research in china and foreign and the inadequacies of the research in domestic.In chapter three, firstly, I give overview on the status of the resource‐based industries in Guizhou. The second, I calculated the location quotient and sensitivity coefficient to improve that the resource‐based industries give the positive influence on development of economy and industrial competitive in Guizhou. At last, I analyzed the negative influence of the resource‐based industries, on industrial structure, the ecological environment, human capital accumulation, technological innovation and the process of urbanization in Guizhou.The theoretical basis of Chapter IV includes efficient allocation of resources and the maximization of social welfare. In the chapter, I introduced the ways to make resource‐based industries being sustainable. They are controlling resource exploitation, limiting industrial development, distribution of income and technological advance.The last part consists of Chapters V and VI, Chapter V taken France’s Nord–pas‐de‐Calais region and Panjiang Coal and Electricity (group) Co., Ltd as examples. According to the cases analyzing, I write some realistic paths to achieve sustainable development of resource‐based industries. They are industrial structure upgrading, eliminating the negative externality impact of resource‐based industries on the environment, enhancing human capital，the establishment of Regional technology innovation system, geological Fund and the strategy of industrial clusters.
