Guizhou Resource-based Industries Under The Background Of A Low-carbon Economy

In recent years, the greenhouse effect has been taken into consideration around the world, as the highest carbon dioxide emissions country, China should take responsibility of this big problem. The aim of energy conservation and emissions reduction has been written into China’s "Eleventh Five-Year Plan","Twelfth Five-Year Plan", and "Thirteenth Five-Year plan" by the government. The importance of ecological civilization construction was re-emphasized in the report of the eighteenth People’s Congress of the Communist Party of China. Turn "four in one""into five in one" by adding this item of construction of ecological civilization in this congress. Guizhou Province is economically underdeveloped and ecologically fragile area. Its economy and ecological benefits are relatively backward. However, the resource-based industry is a pillar, competitive and leading industry in Guizhou Province. The resource-based industry’s development will have a huge impact on the Guizhou’s economy. This article uses Guizhou resource-based industries as the research objects to study the best mode of the low-carbon development in Guizhou.Based on Input-output analysis, the number of the response coefficient, sensitivity coefficient and the location quotient of the resource-based industries are calculated and analyzed. Thus the author made a conclusion that the resource-based industry in Guizhou was a competitive,pillar and leading industry which had an irreplaceable role in the economic development in Guizhou; Through the preliminary investigation, the author found that resource-based industries in Guizhou faced a dilemma-low productivity and poor ecological benefits, thus we could improve production efficiency by industrial clusters and solve ecological problems by circular economy. However traditional industrial clusters of circular economy mode could not resolve the dilemma.Recycling industry cluster mode was the best mode to promote Guizhou to realize low-carbon economy. By colleceting materials and references, the author had found the existing cluster basis, the circular economy basis and ecological industrial park basis. Based on recycling industry cluster theory and the perspective of industrial organization model, the author had a research on low-carbon development model of resource-based industries in Guizhou, and proposed the building idea of resource-based industry cluster. Finally, the author made the recommendations in three areas:incentive policy of building, infrastructure construction and soft environment construction, which promotes the low-carbon development of resource-based industries in Guizhou.The innovation of this paper was embodied in using the recycling industry cluster theory as a theory frame, combined with the actual development of the resource-based industries and building the cycle resource-based industry cluster network centered on coal in Guizhou. At the same time, the author proposed the Guizhou cycle resource-based industry clusters could not be done overnight. Its construction should be based on "ecologically upgrading the existing resource-based industry cluster","upgrading the cluster of circular economy base". Only when this two modes are gradually perfect, can the recycling industry cluster network be achieved ultimately. The purposes of the thesis are to supply a theoretical reference, to achieve the strategic objectives of the industrial province of Guizhou Province, and to put forward specific ideas in realizing the aim of "four strategies of integration".
