Study On Analysis And Estimate Of Vulnerability Of Emergency Logistics System

Because of high-speed development of modern society, conflicts among population,resource, environment, and public health are becoming more and more poignant, whichcauses many kinds of emergency. Vulnerability is focused on from many problems withworld developing. It is quite important to properly define vulnerability of emergencylogistics system, analysis its influencing factors, and timely estimate it referring to takeeffective measures, which could reduce system vulnerability and prompt emergencylogistics system to healthily develop. Therefore, in the circumstances offrequent-happening emergencies, it is extremely necessary to enhance study input foranalysis and estimate of vulnerability of emergency logistics system.There are three parts in this paper: firstly, summarize operating process of emergencylogistics system by studying domestics and overseas researches. Secondly, definevulnerability of emergency logistics system and describe its connotation. Thirdly, set upcomprehensive evaluation index system of vulnerability of emergency logistics system,and analyze vulnerability of emergency logistics system when Wenchuan earthquakehappened by use of DHGF.Then we get two conclusions: one is that the connotation of vulnerability ofemergency logistics system displays in the instability of system interior which is physicalfoundation of vulnerability of emergency logistics system (including logistics informationsystem, base installation and the suppliers) and vulnerability of pre-alert and emergentmanagement system of vulnerability of emergency logistics system caused by emergency.The other is to divide vulnerability of emergency logistics system to three parts which isnetwork topology, base installment and main suppliers, then analyze factors impactingvulnerability of emergency logistics system based on those three parts to set upcomprehensive evaluation index system of vulnerability of emergency logistics system.The comprehensive evaluation index system of vulnerability of emergency logistics system set up in this paper could be some kind of theoretical breakthrough and a referencefor analyzing vulnerability of exis ting emergenc y logistics system.
