Risk Control Research For Guiyang-Duyun Highway BOT Project

By the international financial crisis, the domestic economy keeps slow development gradually in recent years, which leads high inflation pressure. Due to it, Chinese government insists to tighten the monetary policy for curbing the inflation, which causes many slowly-constructed national large-scale infrastructures, the fewer open-invited public bidding projects of the domestic construction markets than the previous year and the tighter local finance by national macro-control order, especially the western cities get wider infrastructures via capital attraction. Therefore, it is a rare opportunity to make the civilian capitals into the infrastructures.This article studied the risk control of Guidu Expressway BOT project. From the angle of item company, firstly, this article elaborated the management status of Guidu Expressway BOT project and the problems existing in risk control of it. The paper realized the goal of risk source recognition from affecting the management, according to the nature of classification for completion risk, including cost risk, financial risk, market risk and operational risk management.Then, the paper analyzed the risk undertook thorough ground, and evaluated the project risk by Delphi method and the quantitative and qualitative analysis method. On the basis of the risk analysis and evaluation, this article putted forward specific risk response measures for project risk control problems and may occur in the risk. This article aimed to provide reference for the risk management of China Communications Construction Company Limited freeway BOT project.
