Under the station of a new round of state-owned enterprises‘ reform,developing an excellent middle management cadre staff is the necessary demand and the only way which must be passed of company to realize strategic target.In this paper, characteristics of the post of state-owned enterprise’s middle management grades are firstly and deeply analyzed. In this chapter, the author explicitly defines the middle management positions of ZK company, and which level or position sequence do they belong to. By using literature research,the author collects and sorts the information about current literatures to capability qualities 、 views and research findings of middle managers’ function in current literature,and reviews the the presenting theory, determines the research areas and haracteristics of this paper.By means of Behavior Event Interview, the author establishes the competence quality database of the middle managers in ZK company.Then, a survey was taken to collecting necessary and effective data.With mathematical statistics,the competency model of ZK company are statistically described、verified and analyze.For understanding the matching relationship between middle managers’ personal level and standard level in quality, assessment questionnaires about ability and quality were designed to evaluating the middle managers’ competence preliminary.The result of the capability and quality assessment is applied to the selection and recruitment 、 performance management、compensation incentive and career planning of middle managers and the like about human resource management of ZK company. Not only does this paper fill in gap in the human resource management of Zk company,but also it is of great significance to guiding the actual work of each module in HRM、effectively creating a middle managers team of action and achieving strategic upgrade. Competency model which is established by combining with the iob characteristics of middle managers in state-owned companys,will be provided as references to reforming the establishment of competency model of middle managers in state-owned companys.
