The rapid development of economic and the deepening reform of investment system have brought opportunities and challenges to the engineering consulting industry, which is witnessing increasingly fierce competition. In order to maintain sustainable growth and the competitive advantage, engineering consulting firms are faced with the important issues concerning strategy selection and implementation.With regard to the industry background, the paper discussed the development strategy of PD Engineering Consulting Company, combining theories with practice. Based on corporate strategy and management theories, this thesis reviewed the macro-environment and industry competitive environment of PDECC using the PEST analysis tool and the Porter Five-forces Model and analyzed its advantages and disadvantages regarding internal resources and capabilities, thus setting up the company’s development goal of returning to first tier of engineering consulting firms in Beijing, as well as the strategic orientation towards developing whole-process consulting services in the next5to10years. Next, the thesis adopted the SWOT matrix analysis to list available strategic options, among which the three-dimensional business centralization strategy is selected as the company’s overall development strategy through evaluation of all options available. Moreover, specific execution measures are drafted in order to tackle the ineffectiveness of strategy implementation within the organization. It is recommended that PDECC should establish strategic alliance with PD Design Institute and carry out talent and knowledge management strategies.The study strives to guide PDECC to optimize its use of internal resources and capabilities in the future. Furthermore, it aims to support the company to obtain satisfying short-term performance while maintaining sustainable competitive advantage in long run. The strategy and relating implementation measures discussed in this paper can serve as references for firms that are similar to PDECC in terms of scale and business model among other characteristics.
