In the 1980's, the strategic alliance of enterprise in the global range was emerging constantly liking the mushrooms after rain, and the rapid development of cooperation among the companies, has become another " managing revolution " after merging in enterprises. Since the middle period of the 1990s, more and more enterprises began to realize the fast development and expand through the strategic alliance of enterprises too in our country.The strategic alliance of enterprises is a kind of new type of operation which different from investing and managing alone, manage jointly and enterprises merging This type of operation has proposed the severe challenge to the existing enterprise's management theory, the study of the strategic alliance of enterprises has already become the forward position and theory "focus" of present management science. This paper regards the typical form of the strategic alliance—Technology and R & D strategic alliance's enterprises -as the research object, probes into the characteristic , content and method of its human resources management.At first ,this paper discusses and analyses the reasons, classifications and the life cycle of the strategic alliance of enterprises, in order to offer a" basis" for the study of human resources management about R & D strategic alliance's enterprises. Certainly, all these are the predecessors' research results. The one that merited attention is that documents and materials of human resources management in strategic alliance's enterprises, especially technology and R & D strategic alliance's enterprises is rare, this paper has reviewed only to its some preliminary research achievements. Technology and R & D strategic alliance enterprise is comparatively complicated and typical one in the strategic alliance. This paper has carried on the comparatively detailed discussion to its reason, classification, characterist, institutional framework characteristic. On this basis , has studied and proposed the characteristic , function of enterprise's human resources management of this kind of alliance, combined the mode and main content tentatively.As partner's enterprises of the alliance, what different from human resources management of individual enterprises is that it must realize "combining" on the alliance aspect: Form the scene of wishing together, realize that the idea is combined; Basing on alliance's strategy , realize that personnel dispose and combine; Designing the performance and assess system rationally, realize that the interests are combined. The design and construction of the strategic human resources management group of alliance's enterprise is the key to success of partner's enterprises and "alliance body", this paper detailed discuss the designing and construction of the group to assess and choose to alliance's partner, the group of operating room of alliance and the cooperative group of the alliance.One of the purposes of the Technology and R & D strategic alliance is that the enterprise which participates in alliance want to stuff "strategic breach" of technological innovation, therefore, management to talent dispatched, especially career management ,training , salary ,etc. is different from enterprise that is not involved in alliance, this paper also analyzes preliminarily at the technological aspect. Setting up the cooperative environment of mutual trust, can not only reduce the transaction cost and supervise expenses, but also make its cooperation more vigorous, and make the study and the knowledge transition among organizations costs less ,and more fruitful. It is considers that it is a new field of human resources management.The paper trace the development of human resource management, it believes that it is developing along two routes: First, Hire management—Personnel management --Human resources management—Strategic human resources management; Another, the Human resources management of independent enterprises—Strategic alliance's enterprise's human resources management. Human resources management of strategic alliance's enterprise should base on the enterprise itself, and also base on "enterprises integration" (the alliance). This is a new proposition and field. This paper does preliminary exploration to it.
