With the deepening of business environment and the market economy, themanagement concept of "people-oriented" has been constantly implicated anddeveloped. As"think tank" of enterprises, the quality of Administrative Staff’ ability isdirectly related to the survival and development of enterprises, while how to developand improve the quality and ability of Administrative Staff becomes one of theimportant problems of human resources management. In theory, researchers becomemore concerned with the training and developing system for Administrative Staff basedon capacity assessment, and there are also some large or medium-sized enterpriseswhich used the method to design their company’s training and development system. KProduction Factory of Oil belongs to the Chinese oil company, with the increasinglyfierce market competition of oil industry and constantly expanding of its productionscale and business, K Production Factory of Oil appeared many problems in the trainingand development of Administrative Staff’ ability and quality and bring a huge challengeto the factory, such as the low quality of employees and great personnel loss. Therefore,in order to solve the existing problems,the enterprise needs to build up a set of trainingand development system which is systematic, scientific, effective and dynamic forAdministrative Staff, so as to realize the comprehensive improve of AdministrativeStaff’ ability and quality, then greatly enhance the core competitiveness of theenterprise.Below is the mainly content of this research: firstly, by studying relateddocuments and materials about management capacity assessment and trainingdevelopment systems of our and foreign countries, this paper categorizes andsummarizes present research situation in the field, then through the analysis of researchbackground, get to know the research significance of setting up the training and development system of Administrative Staff based on capacity assessment. Throughquestionnaires, this article explores problems existed in the training and developmentsystem for Administrative Staff of K Production Factory of Oil, and then summarizesthe necessity of the research, so it can provide data support for extraction of index inthe ability evaluation model. The research on capacity assessment of AdministrativeStaff in K production of oil factory, along with the construction of training anddevelopment framework based on ability assessment is the focus of whole text, and thelatter is more important. According to the principles and methods of the capacityassessment, this paper designs the model of assessing capacity for K ProductionFactory of Oil, which provides the theory basis for creating the frame of training anddevelopment. In constructing the framework of training and development, this paperputs forward the guiding ideology, principle, basis and the steps. At the same time, itdesigns the different style, content and training course of training and development,which laid the foundation for improving the standard of ability and quality in Kproduction factory of oil. The paper puts forward some measures,which guarantees tosmoothly implement the frame of training and development.According to the current situation of the development and the strategic of KProduction Factory of Oil, this paper designs the model of assessing capacity and theframe of training and development based on capacity assessment for management in KProduction Factory of Oil by combining with its enterprise culture and core values,which has an important significance for the effective development of management andenterprise. On account of the traditional culture and orientation of value, this paperwant to unite the theory about ability and quality with particularity of the humanresource management in K Production Factory of Oil, which is so helpful to design thetheory of assessing capacity that is suitable for Oil industry. It could provide theoreticalground for Training and Development of Administrative Staff, which could improvethe working efficiency and strengthen the result of executive of Administrative Staff, atthe same time,it could promote the theory on ability and quality to be mature anddevelopment, guide the practice.
