With the rapid development of China’s auto industry, competition in theautomotive industry is also growing. The major automobile manufacturer throughcontinuous products innovation, increased research&development efforts and thespeed of product launch, it is also stimulating the development and transformation ofthe entire automotive parts suppliers. The study found that the domestic automotiveparts suppliers have realized the importance of project management and they madeexploration and investment in project management, but for the automotive partssuppliers’ capability evaluation of project management, there are still does not have amature theory and methods. For this purpose, the topic of this paper is base on thetoday international mature project management and project management maturitymodule theory. It combined with the auto industry the actual situation and the autoindustry supply chain management needs, based on the facts of China, use maturitymodule and qualitative capability evaluation method of the German Association ofthe Automotive Industry(VDA), trying to build a the project management capabilityevaluation system, it can suitable automotive industry and with good operability. Torefine and improve the evaluation of project management capabilities for automotiveparts suppliers, use the rational introduction of project management maturity theory,provide some reference and tentative recommendations.The paper first introduces basics knowledge of project management theory,including the definition, content and mainstream project management knowledgesystems etc., and then summarizes the major theory on project managementcapabilities evaluation, including the maturity theory and performance evaluationtheory. Then it analyze the strength point and weaknesses of the existing theory andfound that the evaluation module of the current project management capability in theuse of background, and evaluation mode are not suitable for automotive partsenterprise, are not well reflect the ability of project management. This paper attemptsto combine the theory of maturity and the German Association of the Automotive Industry(VDA) practice has matured capacity evaluation methods to build a set ofauto parts supplier evaluation module and system.Based on the PM3theoretical framework, combined with the ability of theVDA6.3the process quality audit evaluation methods and question table, put forwarda set of project management capability of automotive parts supplier evaluationsystem. This system based on the nine knowledge of project management system,by the Delphi method combined with the development of China’s auto industry.Based on the Delphi method, this paper gives three-index system for evaluation ofproject management capabilities. In addition, discuss a specific standardized methodof evaluation index system. Afterwards, the paper is depth discussion of the practicemethod for this index system, including the formation of the group of experts, ratingsof specific rules, the process of target weighty, calculation of total coincidence rateand grading rules. Combing estimation result and supplier management, it gives thespecific method.Finally, this paper combines with the practice in FAW-Volkswagen AutomobileCo., Ltd. and found that this evaluation system and method has good operability, Theway of expert group evaluation is flexible, the evaluation results is also realistic.Therefore, it shows that the module is suitable to auto parts enterprises. Also foundsome shortcomings, such as subjection of weighty, and opinions of experts is difficultto unity, so is needs more scientific approach; In addition, the suitability of thequestion table need improvement in the practice, all these weakness need to beimprove in the future.
