In recent years, the world is in a high incidence of various types of emergencies,China was also suffering lots of natural disasters such as earthquakes, Blizzard. Duringthe20years from1990to2009, direct economic losses of our country due to variousdisasters was accounted for2.48percent of gross domestic product (GDP).As science and technology continues to progress, scientists have invented manyadvanced tools and scientific methods who have played a key role in study of natureand human society and promoting human emergency management issues in greaterdepth, thus achieving a higher level in emergency management study. But there is stillno ability to accurately predict and totally control these more and more sudden naturaldisasters and public health emergencies. And these random disasters and events arecausing a great deal of threat of human survival and development of the society.Therefore, the layout of the emergency supplies storage facilities is indispensablein emergency management process, so it is a key process of decision-making. Tocorrectly select the location of emergency supplies storage facilities and its rationalallocation of resources is very important, and it has become one of the main problemsto be solved for all levels of government.To deal with all types of emergencies, many experts and scholars have conductedresearch on Emergency suppliers storage location problem and came to constructivesuggestions. In this article,we will collate and analyze researches on mergency suppliesstorage allocation home and abroad and point out the direction for the future research.After comprehensive analysis of a variety of site selection and optimization methods,we select a genetic algorithm to optimize the emergency facilities in the process oflocation, the emergency management time and other special requirements will be takeinto account, in order to solve the multi-objective optimization problem on facilitylocation of emergency supplies storage facilities better. Firstly, this paper analyzed the research background of emergency location,stating the purpose and significance of this study,then introduced the theoretical basisfor emergency location and current research status summary. After the introduction toseveral common model of the site, we analysized their advantages and disadvantagesof these models. Combined with the characteristics of the emergency logistics,weestablished a location model based on bi-level programming of emergency suppliesstorage facilities, then use of genetic algorithms to solve the location problem, andgives examples on the analysis of simulation results, finally arrive at conclusions andfuture research outlook. According to the purpose of this study, this paper focuses onthe study of the emergency suppliers storage facilities location, the whole paper can bedivided into five chapters,details of each chapter as follows:First chapter: the background of the study on emergency supplies storage facilitiesselection, after clarifying the purpose and significance of this study and the currentresearch status,we put forward the content and structure of this paper.Chapter II give us an overview of the theory related to emergency location,such asemergency location, characteristics and impact factors, and then described relatedtheory of bi-level programming, making prepare for the later model in the article.Elaborate classification and model of the location of emergency supplies storagefacilities was studyed in the third chapter.After summarizing the commonly usedmodels and the comparation among them, one of the model was selected as the lowermodel of the bilevel programming.In the fourth chapter, considering uncertainty of demand on the basis of theaffected areas,we build a bi-level model due to the analysis of site characteristics ofemergency supplies storage facilities.Then we chose the genetic algorithm to solve theproblem. Finally,we use matlab to get the results of simulation, making it more adaptedto the emergency location in reality.Chapter5is conclusions and Outlook, this paper is summarized and meaningfulconclusions is found in this article. Finally we pointed out deficiencies in the processof this study and the limitations, and indicate future research directions.
