As the development of technology and society, the communication with goodquality and high speed is increasingly needed.“Broadband China” is becoming thestate strategy. Minister of industry and information indicated in many instances thatbroadband is expecting to reach20M and4M respectively in urban and rural areas.Nowadays, the broadband domestically used is almost ADSL or dial-upbroadband which transmit much more slowly than Fiber. The rate of ADSL which isbased on the copper cable has the close relationship to the users’ copper-length, thequality and the distribution of the lines, and thus is much lower in practice than intheory when accessing to the network. So, it is a great action for Shenyang Unicom tospeed up the transform from Copper network to Fiber network, to propel “FiberReplacing Copper” and to suppose effectively the development of3G mobilebroadband and fix broadband at present and for the next period.“Fiber Replacing Copper” is a long-term task which is involved in a wide range.It needs to be planned, organized and systematically implemented. Following theprinciples of overall planning, moderate leading and stage implementing, ShenyangUnicom strives to basically establish Fiber broadband access network in urban areaswithin3to5years. And it has launched the first phase of the project in May2011based on the overall verification of the distribution of cable resources and users.The subject of the study is Shenyang Unicom “Fiber Replacing Copper” Project.This study combines the ideas and methods of the project management with thepractice, aiming to achieve the project target with high quality and efficiency throughthe following three key elements: rational organization design, communicationmanagement enhancing, and effectively management control.This thesis is composed of7parts.The introduction part gives a brief introduction of the background and the significance of the thesis. The study is to firstly, sum up the project managementapplication experiences in constructing the “Fiber Replacing Copper” project, findout the existing gaps and deficiencies to provide useful references for the followingimplementation of the project; and secondly, offer a certain evidences formanagement Standardization and process improvement to help enterprises to enhancetheir core competitiveness.Chapter one states the significance, importance, status and role of ShenyangUnicom “Fiber Replacing Copper” Project indicating that this project is now the keystep to broadband construction. It undertakes a SWOT analysis of Shenyang Unicom,recognizes their own advantages and disadvantages, opportunities and threats in theexternal environment.Chapter two analyzes in detail the demand for broadband communications inShenyang including the present situation of broadband access networks in the region,the development and future development trend of broadband service. It points out thatthe Copper access network based on DSLAM access is currently the bottleneck forbroadband speeding-up in Shenyang. There is a need for “Fiber Replacing Copper”network transformation to enhance users’ access bandwidth, and to lay a goodfoundation for really “Three-network Convergence,”.Chapter three discusses the “Fiber Replacing Copper” Project design includingthe plan, object and overall construction thought. It determines the detailed designprogram and makes an economic evaluation for it so that it comes to a basicallyviable financial evaluation conclusion.Chapter four focuses on the implementation of the “Fiber Replacing Copper”Project. Starting from the provincial company’s requirements, it describes themanagement mode, the organizational structure design, project workflow andinvestment, progress, three key elements in the quality control process. It alsoelaborates the practice of management in project investment control, process control,and quality control to prove that applying project management in communicationengineering application can realize effective management of projects.Chapter five describes the stage achievements of the “Fiber replacing copper”project. It illustrates the excellent results as well as the existing deficiencies in the process of project implementation in terms of effect and benefit aspects.The conclusion part sums up the whole thesis and reaches several points: the“Fiber replacing copper” project is in line with national development. It can enhancethe competitiveness, image and benefits of enterprises; the scientific theories,methods and techniques of project management can help enterprises achieve effectivemanagement of engineering projects, and reduce operational costs and risks.The author has been working in Plans and Construction Department of ShenyangUnicom for many years and has hosted and completed thousands of communicationsprojects construction. In practice, I deeply feel that using project management theoryto guide project implementation can not only ensure the effective operation of theproject, but also promote positively the standardization of enterprise internalmanagement process. Via the study, the author hopes to provide the practicalsolutions to the “Fiber replacing copper” project in order to ultimately achieve thegoal of “Fiber Network City”.
