| Land resource is the indispensable resource in human society.How to make reasonable use of land resource is an unavoidable problem in the economic and social development.In the China's process of urbanization,land use conflict is becoming increasingly serious,and the coordination of land use conflict is a necessary requirement to realize the regional sustainable development.This paper takes the Tianhe District as a research area to evaluate land use conflict and put forward coordination measures.This paper is divided into four parts: First,to sort out the research achievements for land use conflict,domestically and internationally;second,to dissect the theoretical research basis of the land use conflict including coordination theory,risk management theory,government regulation theory and the new public management theory;third,to select PSR model and spatial overlay analysis method to evaluate land use conflict,the main contents including:(1)Based on the PSR model,select evaluation index,respectively,from the aspects of the pressure,state and response.Use entropy method to construct the evaluation system of land use conflict.Furthermore,the model of obstacle degree was drew into to calculate obstacle amounts of PSR evaluation index;(2)select Tianhe District for empirical research,estimate the index and obstacle amounts of the regional land use conflict of the reseached area from 2007 to 2014 and combine changed condition of every index to analyze and evaluate the results;(3)draw the map-spot of cultivated land,garden plot,forestland,grassland as well as river and lake surfaces from current land-use map of Tianhe District in 2014 and anylize it with the map of zoning for regulating of construction land in the way of spatial overlay analysis,know the above-mentioned area bout its distribution situation in the four kinds of construction land of control area.Also,combine the main function of all types of land and the general situation of Tianhe District,and analyze the potential land use conflict of different land use status;fourth,to analyze and evaluate results according to the land use conflict,proposing measures to coordinate of land use conflict in Tianhe District.The research results are as follows:(1)Land use conflict general index of Tianhe District showed a declined trend in 2007-2014.The land use state has gradually developed from the conflict to coordinated development.(2)Environmental quality,living standard of residents and illegal land use have a greater impact on land use conflicts in Tianhe District.(3)The degree of potential land utilization conflict of cultivated land,garden plot and grassland in Tianhe District is relatively high.On the contrary,the degree of land utilization conflict of forestland,river and lake surface is relatively low.(4)According to the actual situation of Tianhe District,put forward suggestions from three aspects,including build land development right and floor area ratio transfer mechanism,establish evaluation system of land administration performance as well as play leading role of innovation investment in region development,in order to provide a reference for solving problem of land use conflict in Tianhe District. |
