The Land Consolidation Benefit Evaluation In Chuanshan District,Suining City

On the one hand, land consolidation project can increase the area of land and improve the quality of land to make the coordination better between people and land. On the other hand, it can improve the comprehensive agricultural production capacity to improve rural living environment, develop of modern agricultural production and increase the farmers’income. Recently, the land consolidation project in our country is still on the initial stage. There are many problems, such as ignoring the index, the quality and the concept of ecological environment errors, and so on. So we let the land consolidation project performance evaluation as an important part of the comprehensive improvement of land. There is a lot important guiding significance in establishing the scientific and rigorous evaluation system and formulating the relevant norms of behavior.This paper carries on the comprehensive evaluation of land consolidation benefits and puts forward to the proposal through the analysis of evaluation results through researching the related literature and theory of land consolidation, analyzing the project area of land consolidation, building the index system, and using the analytic hierarchy process (AHP),taking the land consolidation in Chuanshan district,Suining city. This paper gets these results as follows:(1) The land consolidation in Chuanshan district, Suining city produces high economic, social and ecological benefits. The land consolidation makes the irrigation and water conservancy facilities and traffic conditions better, improves the labor productivity and reduces the cost of agricultural production. It improves the multiple crop indexes to increase the crop yield and farmers’ income. It makes the ecological environment of improved through increasing the surface area of the farmland and reducing the number of farmland patches.(2)This thesis gets these conclusions. On the comprehensive benefits, this paper uses the analytic hierarchy process to evaluate, the results show that the score of land consolidation project comprehensive benefits is 0.8140, the economic, social and ecological benefits are:0.4715,0.2359, and 0.1065. It shows that the comprehensive benefit of the land consolidation is better and the economic efficiency gets a high proportion, but the proportion of social benefit and ecological benefit is low. Because the project is in the hilly region, the project planning is not reasonable, and lack of implementation process of land protection and restoration of vegetation, the famers’participation in the land consolidation is not so high and the proportion of land consolidation social benefit and ecological benefit is low.(3) On the above, we can get the following enlightenments. Firstly, we must let more farmers participate in the project, and improve the farmers for the land consolidation of satisfaction to improve the social benefit of land consolidation. Secondly, we must strengthen the process of land consolidation of soil magnetism and vegetation protection to improve the ecological benefit of land consolidation. Thirdly, we should drawn up in the process of implementing the scientific planning, make the arrangement of the various inputs reasonable, strengthen the planning and management of the project implementation, classify the field scientifically.
