With the development of urban-rural integration in Liangzhou District,the problem of rural residential area consolidation is imminent.The consolidation of rural residents can optimize the layout of rural residents,control the area of per capita settlements,vacate the farmland to alleviate the shortage of farmland per capita and improve the efficiency of rural land use in two directions.The consolidation of rural residential areas should be linked with the increase or decrease,the rural new community construction and rural revitalization,to achieve the goal of improving the quality of life and income of farmers.This paper takes the rural residential sites of 1 ecological headquarters in 29 Town 8Township in Liangzhou District of Wuwei as the research object,uses ArcGIS software to extract the area from the Land Use change survey database in Liangzhou District in2016,and according to township statistics,makes artificial discrimination of homestead from 2016 Liangzhou satellite image map.The ArcGIS software is used to delineation out the boundary,calculate the area of the rural homestead,and discriminate the road to carry on the vectorization processing.This paper analyzes the present situation of rural residential land use in Liangzhou District,calculates the theoretical potential value and actual potential value of rural residential area in villages and towns,and according to the actual potential value of rural residential area,puts forward 6 kinds of settlements Regulation mode and 5 regulation measures in view of the social and economic situation of each township.The total number of rural residents in Liangzhou District is 12362,the area of rural residents is 17781.70 hm~2,the total area of construction land is 55.49%,the area of rural percapitapopulationisbetween131.42-402.64m~2/people,theaverageis241.21m~2/people,is the national standard per capita construction of the highest standards of 140m~2/1.72 times,the total area of residential sites for the 13101.28hm~2,each household homestead area average of 765.71m~2/households,each township household homestead area in 260.18-1359.77m~2/households.Township rural residents in the region of the land situation gap is large,in addition to the town,per capita residential area and household homestead area of different degrees exceeded.The theoretical potential value of rural residential area consolidation in Liangzhou District is 6138.29hm~2,the actual potential value is 2434.16hm~2,which accounts for39.66%of the theoretical potential value.It is difficult to translate theoretical potential value into actual potential value.According to the actual potential value of rural residents'consolidation,37 villages and towns in Liangzhou District will be divided into3 levels,and the potential areas of I-level consolidation include the Gazelle town,Wu Nan town,Yongchang town,Shuangcheng town,Zhangyi,Wu and town,Gaoba town,Hongxiang town 8 townships,The theoretical potential value of the rural residential area consolidation is 2940.48hm~2,the actual potential value is 1346.64hm~2,the actual potential value is 45.8%of the theoretical potential value,and the actual potential value occupies the 55.32%;II level of the whole region,including Hedong town,Jinhe town,Jinsha town,Heping town,Yongfeng town,Fengle town,Si Ba town,Qingshui town and so on 16villages and towns,the rural residential area regulation theory potential value is2347.57hm~2,the actual potential value is 859.02hm~2,the actual potential values occupies the theoretical potential value 36.59%,occupies the whole area to renovate the actual area the 35.29%;III level consolidation potential area including Huaian town,the Jinta town,Zhongba town,Fafang town,Yang Xiaba town,Xiashuang town,Wu Jiajing town,such as 14 townships.The theoretical potential value of the rural residential area consolidation is 850.24hm~2,the actual potential value is 197.81hm~2,the actual potentiality is 23.27%of the theoretical potential value,and 8.13%of the actual area of the total area consolidation.To determine the main body of settlement,the principle of regulation,the mode of regulation and measures.The main body of regulation is government,peasant and folk capital.The principle of regulation mainly includes the principle of layout optimization,the unification principle of social benefit and economic benefit,and the first principle of ecological economic benefit.There are 6 kinds of models in the treatment of rural residents in Liangzhou District:Urban package model,key town driving mode,”Central village”mode,Tourism development model,Village interior transformation mode and Whole village migration mode.The measures of rural residents'consolidation are mainly to establish the fund guarantee mechanism of rural residents,respect the wishes of farmers,the construction of new settlements,the treatment of old settlements,and vigorously develop the tertiary industry.
