The JYS Company, which belongs to the two-level enterprises of the J Oilfield Company,undertakes the assignments of the surface project construction planning, survey, design, researchand consulting of the J oilfield company. The characteristics of its business are design-based andresearch-supplemented, multi-disciplinary cooperation, high quality requirements, timeliness,customer participation and constrained local government. In recent years, in order to adapt to thedemands of the fierce competition under the market economy, the JYS Company has continuouslystrengthened the internal quality management. According to the international quality managementsystem certification standards and combination of their own actual business, the JYS Companydraws up its own project design quality management system. With the certification standardsconstantly updated, the quality management system is also continually improved. Under the qualityassurance of the quality management system, the JYS Company completed a lot of good designs,but sometimes due to the designers’ ignorance of the quality management system, there are somequality problems in the project design. The focus of this paper is how the quality managementsystem can be effectively operated.The JYS Company draws up a quality manual as the standard file to run the project designquality management system. It illustrates the composition of the quality management systemdocumentation, the running process, and sets the quality policy and quality objectives of the JYSCompany in the manual. In this paper, according to the quality management system operation flowchart, I find the problems in the quality management system during the operation; according to thereasons which cause the problems in the quality management system during the operation, I find thefactors which causes the quality management system failure.In order to ensure the quality of the project design, achieve the quality policy and qualityobjectives and make the project design quality management system correctly and effectively operate,I use the strategy analysis and find the way for solving problems according to their influence factors.I hope that the JYS Company can make the quality management system operate correctly andeffectively, meet the customers’ requirements better, make the quality of project design to a newlevel and meet the international standards.
