| Quality management system, as a core system in operating a design institute,covers the implementation of project, program and portfolio, and the whole process oforganizational functioning within the Institute. It is the programmatic document thatreflects the quality management and capability of the Institute. The quality managementsystem, aligns with the operation of program management, has characteristics of fiveprocess groups within project management. All process can be assessed and controlledfrom nine domains. Quality management system has been implemented in our countryfor a long time. But some mistakes and issues that occurs during the certificationprocess makes it difficult to be exploited for some firms. They see it as a permit to getinto the market instead of a method to control quality. The operation of the system itselfhas some issues, make design crews see it as a burden, and cannot achieve the originalidea of the system when it has been established.The significance of research of this article is to find a method to improve theeffectiveness of the quality management system, through reveal some issues during theoperation process, in order to establish a scientific quality assessment control, reach thepurpose of standardizing design work, and motivate design crews of using the qualitymanagement system.This article, based on the theory of OPM3model, conducted in-depth research andanalysis in the field of domestic survey and design industry on the application of thequality management system. Firstly, it expounded the theory of OPM3model, masteredthe organizational capacity assessment approach for the application of research, whichlaid as a theoretical foundation. It presented the implementation of the organizationalstructure and quality management system within the firm in details. Secondly, itanalyzed the current condition of design project management organization, specifiedissues. It used OPM3model to analyze the methodology during executing program forquality management system processes. A questionnaire survey was designed to evaluatethe maturity level and identify improvements key points. After that, the forward trendand the quality management system optimization program was raised, as well as thespecific improvement targets and solutions. The construction of program managementsystem was proposed. Finally, combining practical projects, the effectiveness of standardizing quality management system improvement was proved, and reached thepurpose of standardizing quality management, as well as improve work effectiveness.Based on the quality management condition of B firm, this article also took into accountof firms that have same characteristics, using the universal, open theory of the OPM3model, made it as a reference to the quality management of other design firms orinstitutes. |
