Recent decades have witnessed the emergence of the rural-urban dual structure in most developing countries with the development of their economy and society. Rural-urban dual structure refers to the opposite dualistic structure in the systems of economy, administration and social management in rural and urban areas, which provides no benefits to social equality and reasonable allocation of resources. Regarding to this problem, domestic and foreign scholars have come up with the theory of Urban and Rural Integration, the aims of which is to achieve coordinated and equal development of urban and rural areas and thus build a new and harmonious relationship between them. In the efforts to push forward the integration of urban and rural areas, different scholars adopt different approaches.This article takes urban-rural industrial transfer as the starting point and adopts a multi-subject research method including management, politics, economics, and sociology in an effort to analyze the role of urban-rural industrial transfer in breaking the rural-urban dual structure and promoting urban and rural integration by taking the example of Huashan County, Jimo, Shandong Province.The Introduction part includes the significance of this subject, dynamics of relevant researches, research method mainly used, definition of important concepts and structure of the essay, etc. The main part includes three chapters. Chapter One explores the practical basis and theoretical necessity of breaking the opposite dualistic structure and promoting the urban and rural integration, and introduces the relevant concepts and theories of the dual urban and rural structure and industrial transfer. The first section, through discussing the dual rural-urban structure, concludes that the urban-rural dualistic opposition, including opposition on the economic and institutional levels, constitutes the premise of urban-rural industrial transfer; the second section, through an analysis of the international industrial transfer, the regional urban-rural transfer and the urban-rural industrial transfer, draws the conclusion that industrial transfer carried out among regions of dualistic opposition contributes to decreasing the differences of dualistic structure. Given the conclusion of the first section, this article proposes that efforts should be made to better guide urban-rural industrial transfer so as to reduce the disparities between rural and urban areas.Chapter two takes Huashan County, Jimo, Shandong Province as an example and analyses local urban-rural industrial transfer and its positive as well as negative roles in promoting urban and rural integration. The first section makes an analysis of the status quo of the local industrial structure and of industrial transfer; the second section analyses the positive role of urban-rural industrial transfer in promoting urban and rural integration; the third section discussed the negative role. Chapter Three, based on the first two chapters and combing theory with practice, makes a summarization of the role of government in the process of urban-rural industrial transfer and comes up with the future direction for shifting government functions.The Conclusion part notes the premise and necessity of urban-rural industrial transfer in China, ensuring that urban-rural industrial transfer is conducive for breaking the existing urban-rural dual structure thus to promote the building of the urban-rural integration. Based on the above-mentioned part, the final part summarizes the role of government in the process of urban-rural industrial transfer and further discusses government’s changing role in this process.
