The Index System Construction Research Of Western Regional Self-development Capacity

At present, the gap of regional development has become an important problem and it has plagued China’s regional development, this issue has most fully performed in the eastern, and focused more theoretical discussion. The regional development gap is mainly due to the ability of self-development of the different regions, the capacity of self-development of western region is weak, severely limits the social and economic development of the western region, which has been recognized by the community sector, but in china the study of the ability of self-development is still in its infancy, and the evaluation of the capacity of regional self-development is mostly qualitative.In this paper, through the analysis of Sen’s capability theory, Lin Yifu’s viability theory, national capacity-theory, we can define the ability of self-development in the region, and can analyze the elements and formation conditions of the capacity of regional self-development. On the basis of the above analysis, in accordance with ideas of the impact of the main determined, using the analytic hierarchy process and the index method, we can construct the multi-dimensional index system, it include three levels of the index-the field of evaluation-specific indicators, and using the index method by step weighted synthesis, we can get the total index of the capacity of self-development in western region.Finally, we briefly introduce the characteristics, the application scope and the application of judgment of the index system of self-development capacity in western region, and enhance the practicality of the index system.
