| Traditional Chinese medicine industry is an emerging strategic industry possessing superiority in the resources and knowledge. With the progress of science and technology, as well as cultural exchange expansion,the advantages and prospect of traditional Chinese medicine are being increasingly recognized by all the world.It have become an important trend to accelerate the construction of traditional Chinese medicine industry chain and promote it’s modernization and internationalization. Gansu has the advantages of developing traditional Chinese medicine industry for its rich resources. It is an important way for Gansu province to transform the economic growth, forster new growth area in economy, and develop characteristic superior industry by accelerating the construction of characteristic traditional Chinese medicine industry chain, as well as improving it’s core competitiveness. In Gansu, traditional Chinese medicine industry is overall in the primary development stage due to the restriction of social development level, the geographical position and natural condition.Therefore,in view of the situation,which is of rich recourses and small scale, we further study the key and weakness of traditional Chinese medicine industry chain in Gansu province, propose a general idea and concrete project to speed up industrial chain construction.Through literatual research combined with field investigation, we have systematically analyzed the development foundations of traditional Chinese medicine industry chain in Gansu, the benefits and problems in this field.Meanwhile applying theories on industry chain and value chain, we have proposed systemtic solutions and security measures in accelerating the industrial chain construction of Gansu characteristic traditional Chinese medicine. Besides,on the base of reviewing related theories about industrial chain,we have analyzed the chain development situation and characteristics of Gansu traditional Chinese medicine,which are that depending on the benefits of medicine resources industry foundation in the cultivation, production, circulation and other aspects of Chinese traditional medicine in Gansu have intially established, the planting of Chinese herbal medicine has been formed a certain scale, the industry system has been in initial shape, and the market system of Chinese traditional medicine has been in constitution. Gansu has the advantages of resources, storage, science and technology and policies needed in industry chain construction of characteristic Chinese traditional medicine. Finally the traditional Chinese medicine industry is the key, but weakness,which is of small scale, lacking large pharmaceutical companies and products with well-known brand, industrial park construction of traditional Chinese medicine is lagging, pharmaceutical enterprises are weak in research and marketing. Based on the development,the thesis of setting up characteristic traditional Chinese medicine industry chain is proposed, which includes guiding ideology, basic principles and strategic objectives. An overall scheme of this industry chain, which consists of system of Chinese herbals’planting, processing, market, information service, as well as products quality and safety, is proposed。In the end, according to the proposed target and main task, we put forward six measures focusing on security system construction of characteristic traditional Chinese medicine in Gansu province,which are strengthening service guidance and comprehensive coordination, implementing financial policy, innovating investment and financing system, intensifying efforts on attracting investments, improving the service level and implementing talent strategy.Applying related theories of industrial chian and clues of constructing industry chain of characteristic traditional Chinese medicine in Gansu, we propose an overall project of guidance and reference for traditional Chinese medicine in Gansu province,whcich is forward-looking,systematic and operable. |
