With the development of the reform, the advantage of traditional manufacturing is gradually decreased. The difficulty of recruiting operator and high employee turnover bring uncertainties to the normal production and operating activities of the enterprise. A lot of enterprises are forced to increase salary to attract and retain operators. On1st July of Year2011, Shanghai government issued social security policy, which required enterprise to pay more cost on social insurance for non-shanghai resident operators, this give those enterprises another pressure. The policy gives enterprise3to5years transition period, government hope enterprise could cover the cost by increasing efficiency or control other costs. How should enterprise take measurements under such high employee turnover and cost?BCH is a Switzerland owned manufacturing company, with low equipment automation and high operator proportion, this paper analyzed the route cause of operator turnover from the historical data and survey of current operator, at the end of the paper it gives proposal of prevent actions from recruiting, training, salary policy, enterprise culture and counter measures.Now China is still the biggest manufacturing country in the world, and labor intensive enterprises have very high proportion, this study could help those enterprises which with the same situation as BCH to find related problems and reasons, help them to improve the condition and make them to have a stability and healthy progress.
