According to China’s currentrural areas the average level of economic development and the government’s affordability, mainlyshould be used the mixed manager mode. By laws and regulations, system form to clearly define the responsibili ty and authority of the agency, that agency cost efficient, high qual ity t o carry out itsfuncti ons.
