The Research Of Government Functions In The Construction Of New-type Rural Social Endowment Insurance System

Farmers is the largest social strata and interest groups. New type of rural social endowment insurance system in government functions, studies for solving the problem of rural old-age pension, the better to accelerate the building of rural social endowment insurance system of great significance.In this paper, empirical analysis and normative analysis combining comparative analysis, integrated systems analysis and other methods, combined with empirical analysis of Shandong Province for new rural social endowment insurance system in government functions to study the issue into the following main conclusions:(1) According to China's actual situation, in the new rural social endowment insurance system, the government function should be positioned in the system to provide, financial support, organization and guidance, supervision and management and legal protection and so on. This is a well-founded, that has both more fully the theoretical basis, but also in line with rural social endowment insurance, quasi-public goods attributes, socio-economic level of development and China's laws and regulations requirements.(2) In Shandong Province, empirical analysis shows that traditional rural social endowment insurance system to solve the problem of rural old age pension played a certain role, but there are still many problems, such as: the insured rate is low, uneven regional development, fund-raising difficulties, run the unreasonable , the Government has recognized the existence of the farmer's insurance and other deviations from the requirements of old age is also far from the farmers, on the whole unsuccessful. Have many causes, but the government's rural social endowment insurance system there is not enough scientific and rational system design, organization and implementation are not effective, legislation lags behind, regulatory mechanisms need to be further improved and so many problems, not to play its due role in the function of its root causes.(3) New type of rural social endowment insurance system in Shandong Province, has some exploration, although a small amount of narrow, but the increasing role of government-led, practice good result should be a development direction. As a result of shorter course, other reasons, leading to the new rural social endowment insurance system design problems such as not reasonable, financial support to smaller, implement measures to perfect, the staff is not high professional standards, emergency mobilization and operation of imperfect and so can not be ignored issue that must be effectively addressed .(4) Government's new rural social endowment insurance system fully functioning, we should uphold the unity of the principles of fairness and efficiency, the Government has led the farmers the principles of voluntary participation, financial support for the principle of proportionality, the principle of coordinated development of urban and rural areas and local conditions, the principle of gradual and orderly progress . Generally speaking, as soon as possible of traditional rural social old-age insurance to the new type of rural social old-age insurance changes.(5) In the new type of rural social endowment insurance system for the building of the Government should give full play to its functions should take the following policies and measures: transformation of government functions, to a service-oriented government change; rational design of new rural social endowment insurance system; increased financial support; innovative financing mechanisms, strengthen the Fund's management; increase the level of organization and management; increase the legislative protection; accelerate the development of rural economy as well as other complementary measures to ensure that the new rural social endowment insurance system for healthy development.
