Under the new competition situation, it is a big problem in enterprise management that how toenhance the management efficiency of organization process as well as to ensure the individual initiativeand creativity of employees at different position, which is aimed at maximizing the enterprise developmentand employees’ progress to realize a win-win situation. Based on the study into the talent-post matchingtheory, this thesis analyzes and confirms that the talent-post matching, which is aimed at assigning peopleto right position to enhance the whole efficiency, is the essence of the HR management. It can also be thetheoretical support for personnel selection, effective management mode to attract and keep the talents andreference and proofs for organization’s culture.Communication industry is a technology and business intensive industry. After several years ofits development, a group of high qualified professional talents, who constitute the core competitiveness ofthe operators, have emerged. With the coming of3G and increasingly intense market competition betweenthe three operators, the HR system, which should support the enterprise strategy and improve the corecompetiveness, now faces the following problems: how can we implement the talents planning based ontrend of technology development and transformation of business model? How can we keep and develop theexisting technological and business personnel? How can we find, get and cultivate versatile talents whohave strong power of executing and strong sense of market and potential clients? HR of operation unit at alllevels should meditate and work on all these problems. This thesis, considering competitive landscape aswell as management status of operators at city levels, their design of management plan, tools and processes,practices and the effects in it, further analyzes position management and staffs’ career to complete theresearch of structure on basis of talent-post matching theory.It has also systematically explained that how to assign, reserve and develop versatile talents,professional talents and core technical/business personnel, who are required in enterprise transformationThe research on this subject involves the core issues about human resource management of theoperator at city level. It explains that it is of crucial importance in theory and practice that we shouldimplement the enterprise strategy, emphasize on analyzing the construction of talent-post matching model and make an empirical analysis of HR management application under the existing position managementsystem.
