According to China's "long-term railway network plan" and "railway Eleventh Five-Year Plan", in 2010, the national railway mileage will be 75,400 km in 2005 to more than 90,000 km, and it will reach 10 million kilometers in 2020. In terms of the dual role of policy support and the rapid growth of demand, China's rail transportation equipment manufacturing industry will usher in a rare golden period of development from now to 2020. To seize the opportunities for development, achieve leapfrog development and promote rail transportation equipment manufacturing enterprises to achieve strategic objectives, the most critical factor is talent. In the atmosphere of knowledge edge economy and globalizing trend of rail transportation equipment manufacturing industry, construction of talent-cultivation system of enterprises that take mining potential employees, highlight the dominant position of employees and consider the career development of staff as its focus has already been a necessary mean to cultivate the competitive advantage of rail transportation equipment manufacturing enterprises.This paper selects CNR Tangshan Railway Vehicles Co., Ltd. as the target company to research, with literature study, questionnaires and interviews and other research methods. Based on detailed analysis of structural analysis of human resources, training situation, structural analysis of the questionnaire survey of human resources, etc. on the status of human resource management of CNR Tangshan Railway Vehicles Co., Ltd., use theories related career planning and personnel training, set up four channels that are management channel, technology channel, technical operations channel and support management channel for career development of staff in CNR Tangshan Railway Vehicles Co., Ltd.. Construct talent-cultivation system of CNR Tangshan Railway Vehicles Co., Ltd. based on career planning through job analysis, forming competency model and personnel training content design. And then propose the appropriate support mechanism system of corporate culture, performance appraisal system and incentive system. It not only has a guiding role in personnel training of CNR Tangshan Railway Vehicles Co., Ltd., but also is a certain reference for other enterprises in rail transportation equipment manufacturing industry as well as manufacturing industry.
