Intension Development With Regard To Equalization Of Basic Public Services In Guangxi

With the National Plan for Priority functional areas, a large proportion of theethnic minority regions have been divided into restricted development zones orprohibited development zones. As a result, there is an obstruction for theimplementation of a popular strategy, which aims to improve public servicestandard by the growth of economic. Though the economic development inGuangxi is well in the past, but in such case, the development status and thedevelopment path in the future of equalization of basic public services in Guangxiare worth studying. This paper develops evaluation indicators about equalization ofbasic public services in ethnic minority regions. Via statistical analysis tools, suchas SPSS, the current situation of equalization of basic public services can beanalyzed. The analysis results as follow. The trends of equalization in publictransportation, public security, social security, employment and health care in14cities of Guangxi are decreasing progressively. By contrast, the trend ofequalization in urban environment is increasing progressively. The trends ofequalization in basic education, culture and sports, basic social services are notobvious. In addition, there is a positive correlation between equalization of basicpublic services and centralization of economic growth. On the one hand, PDCAcycle is applied into the operation system of intension development. On the otherhand, the causes about the problems of equalization of basic public services areanalyzed point by point in the Plan–Do–Check–Act cycle. Accordingly, theintension development paths put forward.
