A Study On The Efficiency Of Basic Public Service Expenditure In Minority Areas

Thanks for the policy of reforming and opening up.China's economy has been developped rapidly.With the improvement of people's living standard,people's demand for the public service has improved continuously.China's fiscal expenditure increased year by year,the public for public service satisfaction is not high.At the same time chinese economic development is in an important period,economic development speed is leveling off and lead to a drop in public finance expenditure growth.So under the limited level of fiscal expenditure,How to improve the efficiency of public finance expenditure is of great significance to promote the equalization of public service in China.In this paper,xinjiang,ningxia,Inner Mongolia,qinghai,guangxi,yunnan,guizhou ethnic areas are selected as the research object,the three stage DEA model is used to calculate the fiscal expenditure efficiency of these provinces from 2007 to 2016 for empirical analysis.according to the results of fiscal expenditure in 2007-2016 national regions is growing rapidly,but there is still a large gap with other regions.The efficiency of basic public services in ethnic areas is generally low,the geographical difference is serious,and the scale efficiency of the provinces in ethnic regions is relatively low.Through the empirical analysis results of the three-stage DEA model,this paper tries to put forward some advices which can improve the efficiency of the public finance expenditure policy recommendations in national regions,including:Improving the basic public service system in the ethnic areas,so as to improve the supply of basic public services.Improving the system of fiscal expenditure in the ethnic areas and increase the basic public services.Perfect the fiscal expenditure efficiency appraisal system,improve the efficiency of fiscal expenditure.Focus on the province in ethnic areas to increase the efficiency of financial expenditure.Increase that transparency of financial expenditures and improve the social supervisory mechanism to achieve the goal of improving the efficiency of the basic public service in the ethnic region.
