According to the theory of population migration and international experience,to make the vast majority of peasants move to urban areas and eventually becomethe citizens is the ultimate way out to solve the peasant problem. Since the reformand opening up, China’s population of the region flow is characterized by thetendencies of the countryside into the cities. However, due to the impacts oflong-standing barriers to the urban-rural dual system, peasants encounter manydifficulties in the process of transfer to the city; although the peasants become thenew citizens, they do not really integrate into urban society, therefore aphenomenon of "semi-urbanization" appears, which has affected the harmoniousand sustainable development of urban society. Solving the problems of the newcitizens on how to successfully make them integrate into urban society hasimportant practical significances for building a moderately prosperous society,implementing the scientific development view, safeguarding social fairness andjustice, as well as maintaining social harmony and stability.Based on the existing research results from home and abroad, this thesis givesa new-citizen-classification from its sources, and decomposes the connotation ofthe new citizens into urban society; and then analyzes the status of different levelsof urban integration. From the above analysis, this thesis holds that those newcitizens who take the initiative to become new members of the urban citizens canbe more quickly integrated into urban society; and at the same time, for those whohave difficulties in this integration process, the city governments should play theirfull roles. In the following part, this thesis gives an analysis of the factors thataffect the roles the city governments play from the perspectives of government andcitizens. Finally, combining the theories of population migration, functions of thegovernment and public services and so on, and based on the useful experience ofpopulation management in the urban development of American WesternDevelopment, this thesis proposes its policy recommendations on the active rolesour city governments should play in the promotion of new citizens’ integration,with the purpose of providing a preferable reference for the orderly governance of China’s cities and their sound and rapid development.
