Mr. Hedley W. Donovan, the chief editor of Time Magazine, said that the justice of rules is more important than being appropriate. Even if one of the rules is not perfect, it usually will not cause major conflicts in case the company insists on justice.The unfairness of the employee motivation of the company will bring serious negative results, such as the decrease of performance, low-level employee cooperation, deduction to working quality, and losses of good employees.As a state-owned enterprise, BK Company acts as a major role in both domestic and oversea energy markets. However as the marketization process goes faster, the deep level fairness problems appeared. To build a fair employee motivation system is more effective for encouraging employees, retention of core employees and securing the value keeping.Based on the above reasons, the article dig into the main problems of BK company from aspects of motivation fairness theories and the current status of the company, and showed up by:the unfair compensation which is barely differed among employees and lack of internal competition which caused sense of unfair for many employees; the promotion process is not fair, promotion regulations are left aside and lack of transparency for the processes; the performance evaluation process is not fair, standards designing is not rational and evaluation rules are not quantified, the measures of evaluation is too subjective and lack of communications for the performance, performance results became a mere formality.Countering at the above problems of BK Company, this article redesigned the compensation motivation system of BK Company by analyzing counter measures and based on the latest theoretic research results for distribution and program fairness. The new system realized differentiation and constructed two promotional tunnel, vertical and horizon, to optimize the promotion and encouraging system of BK. It also ensures the fairness of programs and raised measures for perfection of performance evaluation by giving the method of standardized and quantified ways of evaluation.
