Research On The New Rural Communities Construction Of Changtang Town Of Nanning City

A complete set of systems has not formed as to the research on the construction of New Socialism Rural Communities in the present academic circle. This manifests itself in its incline to sum up experience of typical villages and set examples to follow in practice, to explore from multi-angles and multi-disciplines such as sociology and economy in theory, and to find a model frame for the construction of New Rural Communities in logic. But these researches mainly focus on the levels of logic and theory. They can’t put forward a specific, practical construction scheme for copiable development. This paper, focusing on the development status and major problems in the construction of New Rural Communities in our country, taking as an example the construction scheme of Changtang Town of Nanning City, tries to remedy these defects through some specific, experimenting case studies, and to provide schemes with copiable development in village designing, land circulation, soil preservation, forest cultivation, and financing of New Rural Communities construction. This paper mainly consists of four parts:Part One states briefly the research background and literature review on the construction of New Socialism Rural Communities in our country, and summarizes the content, methods, implications, and innovations of the research.Part Two examines the current development of New Rural Communities construction in our country, and analyzes the characteristics and limits of the five typical development models (i.e. mineral resources mining, tourism culture development, labor-export leading, special industries like fanning, forestry, husbandry,&fishing, and enterprise development) of New Rural Communities construction. It also discusses the major problems in constructing New Rural Communities, such as designing, funds, infrastructure construction, soil and forest preservation, farmers’income channels, etc.Part Three, the most important part of the paper, discusses the copiable development scheme of New Rural Communities construction in Changtang Town of Nanning City; and on the basis of analyzing SWOT and the development of Changtang Town, it proposes specific practicing schemes on the design positioning, major items and their order, financing, soil and forest preservation, etc. The author insists that in constructing New Rural Communities, designing should go first to form rapidly a pattern of traffic leading development, to draw urban capitals to serve rural construction, and that space for building rural subway should be preserved, and sustainable development should be pursued. He also insists that the government should change its development ideas, map out and preserve basic farming land and forest through leap-frog development model, avoid farming land being occupied passively with city expansion. At the same time, we should advocate growing rice in large areas to ensure grain security, large-scale farming development, and the harmony of rural eco-environment. The schemes proposed in the paper are copiable.Part Four puts forward some suggestions on the policy of constructing New Rural Communities. First of all, to solve completely the issues of agriculture, farmer, and rural area, we need to exert great efforts to make a good design for the countryside, to form rapidly a pattern of traffic leading development; Secondly, during the initial stage of the construction, the government should try to give the surplus profits of the land to the farmers, to ensure the smooth-going of financing. Thirdly, larger support from financial system should be granted to the construction of New Rural Communities, to establish a long-term system for rural economic development.
