T company is a specialized integrated construction company, engaging in mining, roadway, electrical and mechanical equipment installation, it is a state-owned enterprise with two-level qualified in mine construction, electrical and mechanical equipment installation construction. As national economic development and the market situation changes, it meets huge challenges in human resource, The most outstanding questions are not attracting、retaining and holding on to employees, and a serious drain on human resources, unreasonable human resource and structural imbalances, human resources has become a major bottleneck in the company’s development.Based on the theory and application of some research results related to human resource management, This article analyzed the reasons behind the questions. Results show that the state system, weaknesses of the industry itself, not establishing the modern Personnel management system, not forming a healthy and positive corporate culture and the un-efficient in human resource management department are the main causes.In order to effectively address the human resources problems that the company faces,on the basis of the analysis of the causes, this paper put forward to the measures to improve the company’s human resources management, in details, the article focuses on the recruitment management, performance management, employee training, compensation management, employee career management and corporate culture construction.T company with both state-owned properties, but also a mining construction business, so this study is the expansion of existing research, it has an important role in guiding not only to improve T company’s human resource management, but also to other state-owned construction enterprises, especially in mining Construction enterprises.
