Food is the material base of human’s survival and development, food security related to people’s lives and health. In recent years, food security incidents occur frequently in the domestic and foreign countries, the food security crisis directly affects people’s physical and mental health, public trust in government, and even more serious threat to social stability. As the time and region of food safety are great uncertainty, a single food safety crisis often turn into a complex crisis affecting the entire society, serious test of public health and public management capacity to respond.From the perspective of Public Management, the frequently accrued food security incidents have very important association with the confusion of food security regulatory mechanism and lack of the early-warning mechanisms. This article will introduce the theory of the early-warning to the study of food security crises, to strengthen supervision of food quality and security, to create a dynamic, efficient, integrate food security early-warning theory, and nip it in the bug.The paper first finds out the reason of recent the food security crisis (confusion in the regulatory system and the lack of early-warning mechanism) through data analysis and case studies.
