China's Food Security Early Warning Mechanism Research

Food safety is the focus of attention and research at home and abroad. Food safety is not only related to people's health, life safety, but also related to national economic development and social stability. At present, driven by economic interests, the problem of food safety is serious and exists great potential safety hazard. In June 2010, "Well-Off" magazine jointed with Media Research Laboratory of Tsinghua University in doing a survey of public security feeling to the country's 12 cities that covered Beijing, Shanghai, Guangzhou, Hangzhou, Shenzhen, Wuhan, Zhengzhou, Changsha, Hohhot, Chongqing, Chengdu and Xi'an. Combining with the relevant department statistics and much social information, it obtained several results. China peace and well-off index was 69.4 points in 2009 and 2010.There are five most pressing concerns for safety by the public. The safety problem of food, public order, medical, Traffic, environment was 72%,67%,55%,51%, 39% respectively. Food safety has become a social problem that need to solve urgently. China's food safety management should change the model of "media exposure, subsequent hitting" into the preliminary management of "full-process control, risk assessment, active early-warning "as soon as possible.This thesis, considering the current situation of food safety early-warning system, firstly analyzes the necessity and possibility of establishing food safety early-warning mechanism for our present country. According to the background of our country's food safety, thesis dissects the present existing problem and cause of food safety early-warning mechanism in our country's regulatory system, laws, testing industry and industry associations. Basing on our actual conditions and at the same time drawing on the successful experience of U.S. and EU, it sums up the suitable experience and unsuitable measures for our implementations. Finally, from the legal, institution, economy, management aspects, this thesis gives the strategy of food safety early-warning mechanism for our country, which suits China's national conditions. It builds a dynamic model of safety early-warning mechanism. Furthermore, it proposes some ideas and suggestion for mechanism effective operation from information collection, information decision-making, coordination and emergency response.
