China’s urbanization level reached51.27percent at the end of2011, close proximity to the World average level of urbanization. It only took more than30years to catch up with the urbanization process of the Western countries spending200years. However, in China, there are more than200million migrant workers living in cities. They have been becoming the urban marginalized, living in the condition of "semi-urban". Every aspect of their life does not completely melt into urban life."Semi-urbanization" is a hidden danger in the process of urbanization, which affects China’s economic development. Therefore, migrant workers becoming civilization will be related to China’s reform and development and social harmony of the overall situation. Hence, to promote the "semi-urbanization" to shift to complete urbanization has important theoretical and practical significance.Industrialization and urbanization influence each other, promote each other, and jointly promote the development of the economy. The study on urbanization should be based on industrialization, and the study on "Semi-urbanization" also should be based on both. Moreover, the problem of "semi-urban" of China is caused and highlighted by the development of industrialization and urbanization, especially at the present stage. This paper’s study indicates that industrialization drive the economic growth momentum has not abated in current China. Industrialization is still the urbanization dynamic support. The law and characteristics of "Northam S-shaped Curve" shows that China’s urbanization is in rapid growth stage. At the same time, the reality of China’s economic development also needs to speed up the development of urbanization. Therefore, only when the problem of "semi-urbanization" being solved can we continue to promote the healthy and sustainable development of urbanization.Based on provisions and statistics published by National Bureau of Statistics of China, This paper argues that the published China’s urbanization level basically reflects the objective reality of the situation. The level of urbanization is not seriously lagging behind the level of industrialization. From this understanding, this article measures the "semi-urban" population of China. Now, there are more over200million "semi-urban" farmers living in cities. The empirical survey found that "semi-urban" farmers living in cities lack the complete right of citizens, be excluded from the social security policy. In their daily lives, they have regular interaction and communication barriers with urban society. There are also barriers and experience the contradictions of identity between farmers and urban. Their social range is limited to homogeneous populations, showing the trend of "involution"."Semi-urbanization" not only hurts the farmers in cities, but also affects the social and economic development. The mode of "Semi-urbanization" has resulted in the imbalance of development between the input and output areas of migrant workers, the former has obtained a huge contribution by the migrant workers, but does not need to bear the social costs, the later not only losses labor resources, and also bears the social costs of migrant workers. The mode of "Semi-urbanization" has hindered migrant workers to appeal to equal rights as an urban resident. Lacking of sense of belonging, citizens’ rights and interests and social security, migrant workers have chosen to leave the city. This has exacerbated the "labor shortage" phenomenon of the economically developed areas."Semi-urbanization" has a direct impact on the improvement of the tertiary industry. It undermines the transfer of rural surplus labor force, so as to restrict the adjustment of industrial structure in China."Semi-urbanization" has hindered the establishment of harmonious labor relations of China, especially in the labor relations transformation period. At the last, as more than200million migrant workers contains a huge potential consumer demand,"Semi-urbanization" has restrained the growth of total social demand, which failed to become the engine of economic growth. Hence, only the living conditions of "semi-urban" of more than200million farmers to be changed, China’s economy could usher in a new round of growth.Migrant workers wouldn’t wish to be "semi-urban" living conditions. The practical survey shows that80percent migrant workers have strong willingness to urbanization. It is the best choice as a rational person for migrant workers under the condition of now social institution. At the end of this paper, based on the cost-benefit methods, we analyze the restrictive factors of migrant workers’citizenization form the perspective of migrant workers to government. Finally, we conclude that the government, as the leader of this reform and policy makers, should size up the trend of events to promote the reform of Household registration system, form the mechanism which migrant workers can equally enjoy the public services with urban residents, effectively protect farmers’land rights and interests in the process of urbanization, and effectively promote migrant workers in cities employment stability and make their income levels substantial increase. In short, the government should promote migrant workers’citizenization with the spirit of reform to dissolve the dilemma of "Semi-urbanization".
