Currently, China is just situated in an crucial strategic opportunity period and economic transformation period. In the "new normal" background where China’s economic development is experiencing from the high speed growth to a mid-high speed one, new urbanization is playing an irreplaceable role during the course of China’s economic structure transformation. On the one hand, to speed up the boosting new urbanization process may facilitate to promote domestic demands and improve economic structure, on the other hand, it can also drive the development of urban and rural integration and diminish the income gap between urban and rural areas. The requirement that urbanization quality should be improved and the population migrated from countryside should be promptly urbanized was also definitely put forward in the report of the 18th CPC Congress. It is pointed out in National Plan on New Urbanization (2014-2020) that the urbanization rate of China’s permanent resident population is 53.7%, but the urbanization rate of registered population is only 36%, that is to say, more than 200 million people have not obtained town census register, and have not enjoyed town residents basic public services in those aspects of education, employment, elderly care, and security housing, etc., The current urban and rural divided systems such as household register management, land management, social security system, fiscal and financial system, administrative management, and so forth have solidified the unbalanced situation of urban and rural interests that have come into being, and have also restricted the citizenization of those agricultural population who migrated to cities. It is mentioned in the Plan that the urbanization rate of China’s permanent resident population should be up to 60% or so, and the urbanization rate of registered population should be up to 45% or so, which means that within 7 years, there will be around 100 million agriculturally migrated population and other permanent resident population to reside in cities. Therefore, the urbanization of peasants will be a promptly boosted process within future years.Thus, it can be seen that the research on the transformation of those citizens from peasants in the new urbanization background is very necessary. This dissertation will discuss the evaluation criteria of citizens who migrated from peasants, and several factors that influence the citizenization of suburban peasants. Taking some representative villagers residing in Binzhou High-tech Zone and other regions within Binzhou City’s jurisdiction as examples, this dissertation will analyze the process of urbanization, summarize the measures that have been taken by the local government when promoting citizenization of suburban peasants and issues that have been encountered, from the view point of public administration, it will analyze and make discussions on the causes of those issues. Furthermore, this dissertation will also make simple summary analyses on the practice of citizenization of peasants in other regions of China. Following that, this dissertation will put forward its own countermeasures and ideas on how the government should more promptly boost the migration process of citizens from suburban peasants and thereby improve the quality of urbanization. Finally, a conclusion will be drawn that the citizenization of peasants is the priority of new urbanization, and that the citizenization cost of suburban peasants will be the lowest due to their special locations, who will be the main force of further urbanization development and citizenization. The government should cast its personal need of work performance as the city manager aside, throwr away the obsolete thinking mode that the government’s revenue should be maximized, look upon the suburbs as the organic components of the city, fairly provide uniform public services for the suburban peasants on migration, construct a full set of system framework which is used to deal with the high speed development of urbanization closely centering on maximized meeting the public demands of suburbs, establish open management system participated in by the public, let market play a driving and guiding role while exerting the government’s promoting function, and begin with those primary causes that influence the process of the citizenization of peasants to speed up the course of the citizenization of suburban peasants by means of system reform, fiscal and taxation reform, administrative system reform, and public service system reform.
