Since 1988, the construction of the first high-tech zone in China, after more than 20 years of the construction and development of this industry, has established 105 State-level high-tech development zone(referred to as high-tech zone). High-tech zone and the upgrade of industrial structure on regional economic development have a greatly promoted function. Most representative high-tech in the world is the United States’ Silicon Valley, which has achieved great success in the form of high-tech industrial clusters, proved that industrial clusters have become important factors in the high-tech zone. Development of China’s high-tech zone in more than 20 years has achieved excellent results, but compared with developed countries the development of high-tech there is still a large gap, such as cluster aggregates is not high, problems such as concentration is not high, thus establishing a competitiveness evaluation model of high-tech zone which is based on industrial clusters has a practical significance to evaluate the current situation of Chinese high-tech competitiveness and improve its competitiveness.This paper elaborates the high-tech and industrial cluster theoretical foundation, then reviews and lists the high-tech zone theory and industrial cluster theory both home and abroad, analyzing the relationship between them, analyzing the development status as well as the existent problems in Xi?an high-tech Zone from the angle of industry cluster. The paper defines the competitiveness evaluation index of the high-tech zone by analyzing the factors affecting the competitiveness and then builds the competitiveness evaluation model of the high-tech zone based on industrial clusters. The paper takes Xi?an as a case study and applies the AHP method to determine the index weight of Xi’an high-tech zone on a three-level fuzzy comprehensive evaluation of competence. At last, the paper proposes some solutions from the aspects of infrastructure measures, cluster concentration, cluster innovation capability and sustainable development aiming at the common problems of the high-tech Zone. I hope this research has some references on the development of high-tech zones in our country.
